Hate to admit my ignorance but, want to build a wood square and it calls for a 1" radius at various points. To me, radius is 1/2 of the diameter. For some reason, I don't think this is what is being called for. Am I wrong?

You are correct. I have seen many plans that call out a "1" radius" when they mean "radius with a 1" bit". It's not your ignorance, but the need to understand when someone else isn't telling you something correctly. Are there any clues that might clear it up (an adjacent dimension)?

Note--- the pattern scale grid is 1/2", 

however the dimension noted is 1'' radius.

The handle width is 1-1/2''.

Make it a 1/2'' radius, and you'll be fine.

Normally, when plans call for a 1" radius, you will put the pivot of whatever type device you are using to plot it at 1" from the closest point, as though you were cutting a 2" circle. In other words, the plans you linked to are asking that that particular section of the part reflect a segment of a 2" circle. Well, that was clear as mud :(
