We all use power drills to drill the holes thru the jig but is better to use power or cordless
( with the rachet set low ) to put the screws in the pocket. ?

He,he,he,he.... Glad you modified your post about the impact driver steve.. I use one too but don't recommend them to just anyone.
As far as the OP, cordless screwdrive with the clutch down until you get a feel for it. Don't know of any clutched, corded drivers anyway. Drywall driver maybe.
I use both corded and cordless in a specific combination.
- A Milwaukee 2500rpm (variable) corded for drilling the holes. Never have to worry about batteries and I can connect it to my Festool vac so it automatically engages the vac.
- Any of 2 or 3 cordless clutched with a clutch setting usually of 5 to 8 (depending on the hardness of the wood) for building/driving the screws. Plus, no cord to maneuver in the tight spaces as things begin to come together.
I have an impact driver. But my taste is to never use it for building with Kreg. Too much worry about spinning out the screws while driving them. And, while you can make it work, an impact driver simply isn't designed for drilling.

I go with corded (which I need a new one) for drilling, especially if I am going to be doing a lot of drilling. I use my little 10.8v Makita for driving the screws and will only use the impact driver in extreme cases (it's too loud). I do not even own a full size cordless drill because I hate them so much. Maybe one day technology will change my mind.Just o
