I have someone that has built an arbor some years ago and treated it with Thompson’s water sealer and now would like the arbor painted white. I have pleasure washed the arbor and most of the wood seems to be in decent shape. My question is does anyone have any ideas as to best proceed in painting it and what type paint to use?

pressure washed lol sorry

I dunno, does the water still bead up on it?  If you have a Sherwin Williams or Benjamin Moore company store around you may want to bounce this off them. I wouldn't even ask at a big box. At the very least I would guess a top quality, oil base primer bonding primer, Zinsser Cover Stain or equivalent, and then two finish coats.

After pressure washing the wood, allow 5 or more days for the wood to thoroughly dry out.

Sand smooth---

Seal/Prime with Zinssner, a solvent based material, and 

apply a top coat finish.
