The cost of a good quality fence, may be nearly the cost of an inexpensive table saw.
I checked out the video you mentioned above. It looks like a very compelling option- and very solidly built. I bought an Incra fence system for my table saw last year, and it is just awesome. It takes up a bit more space to the side of the saw, but the accuracy is just unmatched. I guess it depends on what you want to do with the fence. The Incra fence will allow you to cut to 1/32" accuracy by using the scale on the fence. The one you mention above looks like it has a lot of flexibility for attachments.

I own a 14 year old craftsman saw also and although the fence is not the best it can be adjusted. I find myself making an adjustment 3-4 times a year.
Whenever I can afford it I also will invest in an incra.
