I purchase the R3 and after inspecting it, I'm wondering should I up grade to the R4.
I need to build a 2x4 rack for my storage space.

Honestly, though I don't own an R3 (I own the K4 Master system) I think you can do a LOT of great stuff with your current R3 jig. After all, the basic settings of the jig are the screw depth (which stops the drill just before it breaks through the end of the material) and the jig height (which places the drill tip midway across the width of the material).
Of course the other consideration is the screw length which provides the greatest screw penetration without exiting through the other side of the material being attached.
Your R3 jig can certainly do all of that. The only things the K4 jig might do better - that come to mind right away - is to ensure that the material is 90 degrees to the jig - which doesn't seem very important, and to collect dust - which may or may not be so important to you.
Having not used the R3 ... How securely does the slider keep the height setting while in use?

Hi, Donald. I bought the R3 a couple of years ago, intending to use it on a large project with a few pocket holes. After I looked at the R3 and the project plans for a while, I returned the R3 to the store and bought the K4 system and a clamp. It turned out to be a good move.
Last summer I built a desk using lots of pocket holes, and I was very happy that I didn't try to do it with an R3. The built-in material holding clamp and the vacuum attachment helped me make quick work of the pocket holes.
However, I should have spent more money and bought the K5. The front-mounted clamp handle and the adjustable stop are worthwhile features. But I'm still planning to add a pneumatic clamp to the K4, as suggested by a Kreg user last winter. It's not a big job to do it, but my current project is occupying all my workshop time this summer. Maybe when it's finished...
