Mike sorry for not getting back to you sooner. Certainly can without those tools, i built mine mainly with a chop saw and a drill. As to plans I generally do not follow them just get a sketch with basic measurements and then adapt as I go. I can take the measurements in the morning and post them here if would.

I've been considering making one of these, but with a concrete countertop if possible. Can I do it without a table saw & router?
