PRS1010 Precision Router Fence Assembly

I am in the process of assembling this fence and may not be attaching the end caps correctly. These caps are supposed to be attached using the 8 nylon pop rivets. When I put the pop rivets in the holes, there is not nearly enough friction to hold the end caps. In fact a good shake and the end caps fall off. Can someone tell me how you are supposed to get these rivets to hold the end cap on.
