Yes it is a line gauge, I was in the printing/photography industry for 37 years before retiring.  That is my small 12" line gauge, I also use an 18" line gauge when measuring wood projects.  They work very nice and also have a metric scales.  Pica's and points don't work to well on wood working projects.  Good eye!
