Mike sorry for not getting back to you sooner. Certainly can without those tools, i built mine mainly with a chop saw and a drill. As to plans I generally do not follow them just get a sketch with basic measurements and then adapt as I go. I can take the measurements in the morning and post them here if would.

I've been considering making one of these, but with a concrete countertop if possible. Can I do it without a table saw & router?

I don't know what part of the country you are living, but great weather to work on your deck.

and stain it, add some flower pots, you are ready to enjoy ur deck this summer.
