<p>Dan-- I've found not all dowels are the same diameter in the bin. I drill a scrap & take it with me to make test fits. Not an every time answer to your problem but it works more often than not. Also I've never mic'ed a step drill bit to see the true diameter.</p>

<p>Unfortunately the plugs are designed to be used with material that is 3/4" - 1 1/4". If working with 1 1/2" material you can purchase some 3/8" dowels and create your own plugs. This would allow you to set them to the correct depth needed for your material. </p>
