How to read specs on power tools

Guys,

 

Im looking to purchase a dust collection system.  Im looking at the JET system.  The specs show:

 

 

Motor Power 1-1/2 HP
Motor Phase 1 Ph
Motor Voltage 115/230 V
Prewired Voltage 115 V
Motor Current 11/5.5 A

my question is on the amps (11/5.5)

is it 11amps on a 115v wire set up and 5.5amps on a 230V set up?

am i understanding this correctly?

You are correct. Double the voltage and you'll draw half the amps.

Yes, but power consumption is the same for both.
