I have used the Kreg R3 Jr. Pocket Hole Jig for a few years and Have been very satisfied with the joints it produced. In addition I have purchased several other Kreg products and have always found them to have superior quality.

Yesterday my new K4 jig arrived from Amazon. While unpacking the jig I noticed the first problem, the weld on the top of the clamp only secured about 1/2 of the length of the joint. From that point I carefully checked the remaining parts. It was then that I found the stop collar was missing the taped hole for the locking set screw.

What is happening at Kreg, have all your inspectors been laid off in some cost cutting program. This recent purchase has caused me to reevaluate my opinion of your company. I can no longer recommend it to my friends. As to others who are considering a purchase of this jig take care. If bought be careful to check the parts for similar quality issues.

I'm sure if you contact Kreg Customer Service they will send you a new stop collar to replace the one that was not drilled and tapped, Kreg  probably does not make the stop collars and a lot of inspection process use weight as most times 10 of thousands are being manufactured at the same time. The weight is probably not different, as far as the weld goes I have had the K 4 for a couple of years right when it came out and my welds are no different and it has had no problems. You have the R3 so that stop collar will work until you get a replacement. Kreg products for the cost and what you can accomplish are a great investment.
