my only concern would be that if a heavy coat was hung on one side and there was nothing opposite to offset the weight, would it tip over? what about putting a round base at the bottom?

The design does not seem to me that there would be a balance problem. I am think of building using half lap joints instead of connecting the 2 half with pocket holes.

Jig settings for 2 ¾ x 1 ½ boards with 30 degree miters?
