I just found several 1 x 3 in furring strips in the shed. I'm wondering if I can use the Kreg Jig screws to make a box, frame, table, etc.

Yes, the Kreg Jig and pocket hole joinery will work well;
however, 1x3 strips will have limitations---
depending on their condition and what you plan to build.
